Dear Reader,

As-salamu-alaikum. I am pleased to inform you that an extraordinary social welfare organization named “Hasana Foundation Bangladesh” has been formed in Bangladesh to serve the poor and needy people here. The organization has been registered with the Government's Social Welfare Department as a Charity Organization. It has an 11-member “Governing Body” headed by myself (members of the Governing Body offer voluntary service).  We have to submit quarterly report to the Social Welfare Department of the Bangladesh Government, and at the end of each financial year, they will also audit our financial transactions. The organization has been formed truly to help the poor and needy people.
 
Aim and Objectives:

1. The organization collects donation from people in Bangladesh and overseas, and use the money to provide non-interest loan to the poor and needy people of Bangladesh.

This would include funding various projects on poverty alleviation, social welfare, agriculture, education, health and sanitation, providing pure drinking water and many such other projects, which would seem appropriate. This would also help create some job opportunities for the unemployed section of the people.

2. The organization will also collect zakat from the Muslims in Bangladesh and overseas, and spend/distribute the collected zakat money in the 8 approved sectors through its learned board of advisors.

Plan of Action:

To ensure that the zakat money goes to the right people and that the non-interest loan goes to the really poor and needy ones, the organization conducts a survey in the selected area. The field workers of the organization visit the targeted area, they carry some survey questionnaire with them, and collect various statistics and information relating to the peoples’ financial and family status, their source of income, their character and conduct, sincerity etc.  Based on the survey, it identifies who is eligible for zakat money and who would need the non-interest loans. Accordingly, zakat money will be distributed in the 8 approved sectors through the learned board of advisors and the donated money will be distributed in providing non-interest loan to the poor and needy people on various grounds. In the subsequent years the borrower will slowly start returning the borrowed money, which would be added to the newly collected donations and again distributed to a new group of people. Thus, the organization would be able to serve more and more people in the years to come and would be able to improve their living standard.

Administrative cost:

To meet the administrative costs, the organization will run some income-generating projects by borrowing 20-40% of the donated money (not from zakat money). Once the organization becomes self-sustaining from the generated income, the 20-40% money that was borrowed from the donation fund will be refunded to the organization to meet the objectives mentioned in Serial 1 of the “Aim and Objectives” section. The organization also accepts non-interest loan from others for a fixed term (1-10 years), use them in the income-generating projects, and finally refund the base-capital to the lender at the expiry of the term.

Present Status:

We have appointed 1 Executive Director at Dinajpur, 1 Communications Officer at Dhaka, who will communicate with others over the Internet, and 2 part-time Field Workers at Dinajpur We would like to keep the administrative cost at the minimum level. However, this minimum administrative setup requires approximately Tk.100,000 (One hundred thousand Taka) per year. As the organization has been started functioning recently, at this initial stage we lack in enough funding to generate income so as to pay off the salary of our employees. It is also true that without the employees we cannot run the organization. Therefore, we are looking for generous contribution (donation) from people at home and abroad so that a fund is created to generate income and make the organization self-sustaining.
